WINONA, Minn. – Street crews expect to be pressed hard to clear snow from a major storm expected to begin Thursday. To make way for plowing, cars parked on the wrong side of streets will be tagged and tagged, police said. The tow-and-tag rule allows for winter-rime only on alternate sides of streets with even addresses on even dates, which begin at midnight, and odd-odd on other dates.
