WINONA, Minn. –Deputies arrested Devin Keiona Campbell, 39, of Goodview, and referred him to the county attorney for driving while intoxicated and refusing a blood-alcohol test. The stop, said police, was at Mankato Avenue and East King Street about 10:30 p.m.
