ST. PAUL, Minn. — As the Minnesota State Emblems Redesign Commission was winding up its work in December, the looming question, although it might seem trivial, was whether the eyes of the centerpiece loon should have the state bird’s somewhat jarring red eyes. An alternative was to apply artistic license and make the eyes white. The Commission decided to be true to nature.
