MINNEAPOLIS — The Army Corps of Engineers has closed its Lower St. Anthony Falls lock to recreational boaters due to high flows. Water velocity has passed 30,000 cubic feet per second. Such flow is considered unsafe for small craft. Barges allowed until flow approaches 40,000.
