RED WING, Minn.— As is protocol, the Minnesota Bureau of Criminal Apprehension was summoned as an independent agency to investigate a police shooting at a riverside park in Red Wing. Early information from the agency was that no body-cam or dashboard-cam recorded what happened. Red Wing police provided this early account to state inspectors:
> The shooting was about 1 p.m., Wednesday, at a city-owned parking lot along Levee Road near Bay Point Park.
> The deputy located a damaged vehicle.
> The deputy saw a man walking away.
> There then is lapse in the chronology, apparently there being no witnesses.
> The deputy radioed emergency assistance.
> The deputy advised over the radio that shots were fired and requested medical aid.
