WINONA, Minn. – A Winona man, Evan Mark Johnson, 23, was arrested after cops saw – and heard and smelled- – a driver squealing his tires. Police checked the driver’s breath-alcohol content: .21%. The legal max is .08%. The arrest was at Franklin and Eighth streets on the Near East Side about 1 p.m. Police recommended a drunken-driving charge.
