WINONA, Minn. — A Winona man, Lance Robert Schewe, 33, was arrested on an outstanding warrant about 8 a.m. in the 1000 block of West Broadway. Schewe was jailed in September on seven counts of theft, including a shoplifting charge from Target that resulted in banishment from the store.
