WINONA, Minn. – A New Hampshire man, Owen Sikich, 23, of Wolfeboro, was arrested and referred for driving while intoxicated in the 100 block of West Second Street downtown. Sikich caught the attention of police after he was seen doing doughnuts in a nearby intersection. The arrest was about 2:10 a.m.
