ST.PAUL, Minn. — The Army Engineers is closing three of its Upper Mississippi locks for winter maintenance on December 9. In effect, this ends commercial traffic. Due for maintenance:
> Lock and Dam 2: At Hastings. Target to complete repairs: March 14.
> Lock and Dam 7: At Dresbach. Target to complete: February 27.
> Lock and Dam 9: At Harper’s Ferry. Target to complete February 27.
