WINONA, Minn. – Depending in where it’s measured, five to 10 inches of snow fell on Winona in the latest storm. No wonder the plows are out. Winona police left 23 citation on windshields overnight for violating the alternate side parking ordinance. Beginning at 12:01 a.m., Tuesday, cars parked on the wrong side will be towed in the downtown area — west to east from Huff to Franklin streets and north to south from Levee Park Drive to Broadway Street – so crews cab scoop up snow and haul it away.
