MINNEAPOLIS — A major hurdle was cleared for converting a luxury hotel into a downtown dorm for 400 University of Minnesota-Rochester freshmen. The finance committee of the UM Board of Regents approved the plan. The plan now goes to the full board, whose final approval is expected.
